You first need to go to the Hair Recipes
For Example
Highlight UM_HairStyle_E_Recipe (ie show the inspector)
Goto the Shared Colors section and Add Shared Color
Name It Hair (You will need to expand the section to name it)
Scroll down to the Overlay for the Hair Style and select the Use Shared Color. Select Hair from the dropdown list if not already selected)
Run scene and highlight Female (4) (Hope we have the same scene...lol)
You should now be able to play with the hair color slider and see the hair change.

I just purged my project of all the Fuse and Morph3d and gone to the UMA models exclusively. Almost back to where I need to be (I need to find the bug in my character creator where after I change sex, I can't modify the body anymore..lol)

I haven't done URP, but for HDRP I go through the following steps
Convert the Unity Materials for the fbx's to the installed render pipeline (This will create the mask maps)
Then create 2 Unity Materials. One for Shiny materials (usually for plate mail) another for non-shiny material (ie leather)
Create 2 UMA materials to match the above materials
Go through each overlay and change material and update textures to have the 3 textures. Main, normal and maskmap
Go through each slot and update the material
You should be good to go
